Factors fueling the epidemic ...

poverty, prostitution and migration;

Lack of education and health services

ignorance and misconceptions regarding the transmission and prevention of HIV/AIDS

stigma and discrimination toward people living with HIV/AIDS

limited access to HIV/AIDS information, especially for people living in rural areas

gender inequality - social and economic

harmful practices such as FGM, abduction, rape

reticence to openly discuss sex within the family and community

war and natural disasters, which can lead to an increasing number of refugees, internally displaced people and the presence of large, mobile military groups

massive rural-to-urban migration and high unemployment

Who can apply?

Government organizations, community based organizations (CBOs), non-governmental organizations (NGOs), Faith based organizations (FBOs), Private organizations (POs), and individuals

General Requirements

   The organization must demonstrate that it has the operational and administrative capacity to implement the proposed project/initiative

   Organization is properly registered/ has operation agreement with the Ministry of Justice, MoFED or BoFED& relevant line ministry agreement

  Organization has transparent financial systems and present audit report of the previous EFY if not new to be implemented

   The duration of funding is can be more than one year

   Proposal must specify a minimum matching contribution or own share amount as follow

          Organization should have clear Governance, management practice systems including Human Resources and organized office.

  • % for government organizations
  • 5%   for CBOs (community initiatives)
  • 10% for Civic societies (local NGOs)
  • 20% for International Organizations and Private

 

Priorities for funding

Consideration will be given to projects that meet objectives from the major  Intervention areas &  National priority strategic  issues.

   Priority will be given to projects focusing on MARPS, Prevention in hot spot areas, PMTCT and intensification of best practices

   Those activities with a strong advocacy component will be given preference over training programe

   Activities that support capacity building of the organization working on HIV/AIDS Prevention and Control

   Projects must demonstrate participation and involvement of the beneficiaries and should highlight links with other local organizations

   Limited capital costs (costs for equipment).  The cost must relate directly to increasing effectiveness of service delivery and building capacity of the organization.

   Innovative interventions that could be replicated elsewhere

   Organizations that make use of volunteers will be given priority

  Organizations that have proven experience of effectiveness, efficiency and excellence in project implementation  

Projects will be judged on the following criteria :

   Project must benefit those directly infected and affected by HIV/AIDS

   Purpose, objectives and indicators of achievement must be clearly defined

    Impact of the project with regard to the prevention & control of HIV/AIDS should be stated

   The extent to which the project addresses the major strategic issues and priority intervention areas

   Monitoring and evaluation provisions must be in place

   Sustainability has been taken into account in the design of the project

   Gender inequalities have been assessed and addressed

   Projects are cost effective, particularly in relation to the number of beneficiaries

Small Grant for Community Initiatives

A grant of 25,000  ETB or less per project is available to any CBO working at woreda level.  Applicants must use CS-1 format to apply directly to the Woreda coordination office without writing project proposal.  Woreda coordination office will review and submit all proposals to Woreda HIV/AIDS for appraisal based on CS-2 format.  Proposal should be participatory.  Project must be innovative and avoid duplication.  Applicant must have by-law, submit license, and contribute at least 5% to the total project cost.

 

The grant scheme will NOT fund

  • Sponsorship
  • Any activity out of HIV/AIDS prevention Scope.
  • Capital expenditure * e.g. buildings, furniture, vehicles, computers etc (*except under special circumstances)
